Meet Charles "Charlie" Noel, the esteemed CEO and Founder of The Wellness Effect, residing in the vibrant Colorado Springs area. Charlie's journey to wellness leadership began in 2001 when he joined the Marine Corps at just 17 years old, serving in the infantry with two tours in Iraq under his belt. This formative experience ignited a flame in him that has only grown brighter since.
Following his honorable discharge in 2005, Charlie sought to expand his knowledge at East Tennessee State University, earning a Bachelor's degree in Criminal Justice. During this period, Charlie's passion for helping others found a new outlet in mentoring foster children, leading him down the path to a Master's degree in Social Work.
After years of invaluable experience in the social service field and reaching the position of company VP, Charlie returned to his roots, seeking to serve Military and Veterans communities more directly. This led him to the Tennessee National Guard in 2013 as a Behavioral Health Officer, and soon after, to the Department of Veteran Affairs, specializing in Mental Health.
As Chief for the Whole Health System of Care, Charlie propelled his mission of transforming healthcare, advocating for a shift from a "find it fix it" mentality to a holistic approach. His leadership extended to five VHA hospital systems, implementing the Whole Health Philosophy throughout.
Graduating from Duke's Leadership Program in Integrative Medicine, in partnership with Duke’s Fuqua School of Business, equipped Charlie with an arsenal of cutting-edge knowledge and leadership skills in healthcare transformation. His contribution to the field was further recognized as he served as the Executive Director and Chair for Integrative Care at Northwestern Health Sciences University.
Currently, Charlie brings his wealth of expertise to his role as a Senior Change Management Consultant with Ibility, LLC, focusing on VHA’s new payment model. Still, his heart remains committed to promoting a culture shift towards integrative health models within the Veteran Health System and beyond.

This role is complemented by Hailie's academic endeavors as an Adjunct Faculty at Rocky Mountain University of Healthcare Professions. Here, Hailie is not just an educator but also a mentor and a curriculum developer, responsible for the creation of the advanced Health and Wellness coaching course.
Prior roles at the U.S. Department of Veterans Affairs have cemented Hailie's reputation as a healthcare system specialist. Leading national trainings and mentoring initiatives in the Veterans Health Administration, Hailie plays a pivotal role in elevating healthcare quality and safety standards on both national and facility levels.
Educationally, Hailie holds a Master of Business Administration from the University of North Alabama with a concentration in Health Care Administration. This is coupled with a Bachelor of Science in Exercise Science from Middle Tennessee State University. Certifications such as Lean Six Sigma (Black Belt pending, Green Belt), Change Management Practitioner (Prosci), and Contracting Officer’s Representative (COR) add further credibility to an already impressive portfolio. Dr. Andrew "Andy" Kitzmiller brings over two decades of expertise in behavioral health to his multi-faceted career as a Licensed Professional Counselor, clinical supervisor, executive, consultant, trainer, and scholar. Based in Tennessee and licensed as a counselor and supervisor in both Virginia and Tennessee, Andy holds a B.S. in Psychology and an M.A. in Marriage and Family Therapy, further augmenting his credentials with Graduate Certificates in Business Administration from East Tennessee State University and Integrated Care Management from UMass Chan Medical School.
Andy earned a Doctorate in Behavioral Health from Freed-Hardeman University in December 2023, with his terminal research focusing on authentic leadership development within the behavioral health field. He has a passion and dedication for helping clients, supervisees, and employees succeed in reaching their personal and professional goals. As an Approved Clinical Supervisor, he has mentored new generations of therapists, underscoring his commitment to elevating the quality of mental health services in the communities he serves.
As a lifelong learner, Andy has a passion for new experiences and a never-ending desire to expand his knowledge base to make him a more effective leader and practitioner. He has an extensive background in various evidence-based therapeutic modalities, including Eye Movement Desensitization and Reprocessing (EMDR), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Dialectical Behavior Therapy (DBT), and Motivational Interviewing, among others.
Andy has more than a decade of executive leadership experience in statewide behavioral health organizations in multiple states, with an emphasis on integrative, value-based population health initiatives. He has extensive training in Lean process improvement and other change management strategies. His leadership approach is driven by his enthusiasm for helping clients, employees, and teams reach their full potential.
A respected consultant and trainer, Andy's influence extends to training sessions for veterans, first responders, and community members, addressing a spectrum of mental health issues. He also serves as an Advisory Panel member for Shenandoah University’s Transformative Leadership Program.
